Quantum Bayesian implementation
Bayesian implementation concerns decision making problems when agents have
incomplete information. This paper proposes that the traditional sufficient
conditions for Bayesian implementation shall be amended by virtue of a quantum
Bayesian mechanism. In addition, by using an algorithmic Bayesian mechanism,

Temperature Variation of Ultra Slow Light in a Cold Gas
A model is developed to explain the temperature dependence of the group
velocity as observed in the experiments of Hau et al (Nature {\bf397}, 594
(1999)). The group velocity is quite sensitive to the change in the spatial
density. The inhomogeneity in the density and its temperature dependence are

Tragedy revisited
“Freedom in a commons brings ruin to all.” So argued ecologist Garrett Hardin in “The Tragedy of the Commons” in the 13 December 1968 issue of Science (1). Hardin questioned society's ability to manage shared resources and avoid an environmentally and socially calamitous free-for-all. In the 50 years since, the essay has influenced discussions ranging from climate change (see page 1217) to evolution, from infectious disease to the internet, and has reached far beyond academic literature—but not without criticism. Considerable work, notably by Nobelist Elinor Ostrom (2), has challenged Hardin, particularly his emphasis on property rights and government regulatory leviathans as solutions. Instead, research has documented contexts, cases, and principles that reflect the ability of groups to collectively govern common resources. To mark this anniversary and celebrate the richness of research and practice around commons and cooperation, Science invited experts to share some contemporary views on such tragedies and how to avert them. —Brad Wibl
Simple method for excitation of a Bose-Einstein condensate
An appropriate, time-dependent modification of the trapping potential may be
sufficient to create effectively collective excitations in a cold atom
Bose-Einstein condensate. The proposed method is complementary to earlier

Socially structured games
We generalize the concept of a cooperative non-transferable utility game by introducing a socially structured game. In a socially structured game every coalition of players can organize themselves according to one or more internal organizations to generate payoffs. Each admissible internal organization on a coalition yields a set of payoffs attainable by the members of this coalition. The strengths of the players within an internal organization depend on the structure of the internal organization and are represented by an exogenously given power vector. More powerful players have the power to take away payoffs of the less powerful players as long as those latter players are not able to guarantee their payoffs by forming a different internal organization within some coalition in which they have more power.we introduce the socially stable core as a solution concept that contains those payoffs that are both stable in an economic sense, i.e., belong to the core of the underlying cooperative game, and stable in a social sense, i.e., payoffs are sustained by a collection of internal organizations of coalitions for which power is distributed over all players in a balanced way. The socially stable core is a subset and therefore a refinement of the core. We show by means of examples that in many cases the socially stable core is a very small subset of the core.we will state conditions for which the socially stable core is non-empty. In order to derive this result, we formulate a new intersection theorem that generalizes the kkms intersection theorem. We also discuss the relationship between social stability and the wellknown concept of balancedness for ntu-games, a sufficient condition for non-emptiness of the core. In particular we give an example of a socially structured game that satisfies social stability and therefore has a non-empty core, but whose induced ntu-game does not satisfy balancedness in the general sense of billera
The Norm Implementation Problem in Normative Multi-Agent Systems
Abstract. The norm implementation problem consists in how to see to it that the agents in a system comply with the norms specified for that system by the system designer. It is part of the more general problem of how to synthesize or create norms for multi-agent systems, by, for example, highlighting the choice between regimentation and enforcement, or the punishment associated with a norm violation. In this paper we discuss how various ways to implement norms in a multi-agent system can be distinguished in a formal game-theoretic framework. In particular, we show how different types of norm implementation can all be uniformly specified and verified as types of transformations of extensive games. We introduce the notion of retarded preconditions to implement norms, and we illustrate the framework and the various ways to implement norms in the blocks world environment
The Projection Method for Reaching Consensus and the Regularized Power Limit of a Stochastic Matrix
In the coordination/consensus problem for multi-agent systems, a well-known
condition of achieving consensus is the presence of a spanning arborescence in
the communication digraph. The paper deals with the discrete consensus problem
in the case where this condition is not satisfied. A characterization of the
subspace of initial opinions (where is the influence matrix) that
\emph{ensure} consensus in the DeGroot model is given. We propose a method of
coordination that consists of: (1) the transformation of the vector of initial
opinions into a vector belonging to by orthogonal projection and (2)
subsequent iterations of the transformation The properties of this method
are studied. It is shown that for any non-periodic stochastic matrix the
resulting matrix of the orthogonal projection method can be treated as a

Measurement of the B0-anti-B0-Oscillation Frequency with Inclusive Dilepton Events
The - oscillation frequency has been measured with a sample of
23 million \B\bar B pairs collected with the BABAR detector at the PEP-II
asymmetric B Factory at SLAC. In this sample, we select events in which both B
mesons decay semileptonically and use the charge of the leptons to identify the
flavor of each B meson. A simultaneous fit to the decay time difference

Generalized coherent state representation of Bose-Einstein condensates
We show that the quantum many-body state of Bose-Einstein condensates (BEC)
consistent with the time-dependent Hartree-Fock-Bogoliubov (TDHFB) equations is
a generalized coherent state (GCS). At zero temerature, the non-condensate
density and the anomalous non-condensate correlation are not independent,
